If you would like to submit a proposal with no tax, you can do so within the proposal setup as shown below.
Scroll down to the Financial Summary section near the bottom of the proposal, then click the edit button next to Sales Tax.
In the pop-up, click Edit again, then set the tax rate to 0% for parts, labor, or fees, whatever applies. Then click the orange Save button to lock it in.
